System Loss Settings on Designs

You can now read and update the per-design system loss input percentages — the editable values that drive the performance simulation — via two new endpoints: Retrieve System Loss Settings and Update System Loss Settings. Each loss field is returned with its current value (as a percentage), a locked flag, and a disabled_reason when it cannot be changed.
