Accept EagleView Design Request

Accept an EagleView design request.

This action accepts the EagleView design request, which:

Advances the design_status of the EagleView design request to the final state: accepted.
Generates a new design within the project which stores the EagleView Powered Model of the site.
Adds the newly generated design's ID to this EagleView design request.
